According to reports, the senior officer for China Airlines who is known to fly the Tokyo, Okinawa, Seoul and Hong Kong routes, had received punishment for failing to follow safety regulations alongside his co-pilot who was held responsible at the failure of waking him up.
In the clip, the expert pilot is seen slumped into his seat whilst in a deep slumber in front of the controls. Flight safety guidelines state that pilots in control of the aircraft can sleep periodically on longer flights, provided that they're sat away from controls with the seat pulled back. It hasn't been confirmed at which point of the flight the video was captured.
